Centrelink Access Point
The BCAC Administration Centre provides customers in the Binjari Community with general information and assistance on Centrelink payments and services.
Services include:
- assisting with completing forms to apply for Centrelink support and services
- providing information about the range of services and types of support available including Abstudy
- acting as the principal contact point for community members requiring Centrelink assistance
Australia Post Agency
The Post Office provides a range of basic, standard postal services for the Binjari Community.
The postal agency is open Monday to Friday, 8.30am to 4.30pm
Binjari Books
Binjari Community Aboriginal Corporation actively supports the Binjari Book project, a community-based project which has been going from strength to strength. The project involves a collaboration between women participants from Binjari and Denise Angelo, a linguist based at the Australian National University.
The Binjari Books project has a strengths-based approach which builds on the the Binjari women’s existing extensive talents and skills. Most are multilingual, speaking Kriol and English, often with knowledge of other traditional languages too. The Binjari Book project has tapped into this pool of language expertise and developed other skills, such as Kriol literacy, computer skills, kids story writing and book illustrating. It is hoped that this line of work will develop into a self-sustaining local enterprise.
Health Clinic
Binjari Health Centre provides a range of health services to the Indigenous people of Binjari. The Health Centre operates Monday, Tuesday, Wednesday and Friday 8.30am – 4pm. Thursday the Health Centre is open 8.30am until midday and the afternoon is reserved for training and meetings. The Health Centre also offer a free bus service to Katherine for community members requiring specialist health appointments.
The overall management of the Binjari Health Centre has been provided by Wurli under an auspicing arrangement. Binjari now has 2 board representatives on the Wurli board to act as voice on behalf of the Binjari community members.
The centre is staffed by RNs, RAHPS and Doctors who have a strong background in providing clinical care. Specific programs are conducted regularly. These target men’s health, women’s health, child and maternal health, sexual health, and chronic disease management. Health promotion and education is significant in all these, focusing on substance misuse and excessive alcohol consumption, nutrition, smoking and physical activity.
Community Development Programme
Binjari are actively involved in the Community Development Programme (CDP). CDP is a remote employment and community development service and management of the program has been contracted to Rise Ventures. The CDP supports job seekers in remote Australia to build skills, address barriers and contribute to their communities through a range of flexible activities. It is designed around the unique social and labour market conditions found in remote Australia and is an essential part of the Australian Government’s agenda for increasing employment and breaking the cycle of welfare dependency.
The CDP is flexible and focused on local decision making and local solutions. Under the CDP, job seekers with activity requirements are expected to do up to 25 hours per week of work-like activities that benefit their community. The CDP offers a broad range of flexible activities to not only increase job seekers’ skills but also contribute to their community.
CDP Participants are currently doing a “Happy Healthy Beautiful Binjari” Project. This activity will provide opportunities to discuss and raise awareness and education around gardening, nutrition and general health and wellbeing including Alcohol and other Drugs (AOD), Foetal Alcohol Syndrome Disorder (FASD), domestic violence, healthy lifestyle, nutrition and resilience.
The potential to learn about and grow their own food will encourage healthy environments and eating in a fun, culturally appropriate way that is realistic to the equipment people have access to and the food they are able to afford and grow.

Municipal Services
BCAC sub-contracts to the Katherine Town Council for a broad range of Municipal Services including:
- maintenance of the Binjari oval
- maintenance of shared communal spaces
- heavy waste disposal
- lawn mowing
- general carpentry
Bus Service
BCAC provides a bus transport service to and from Katherine. This service operates Monday to Friday, 9am – 11am and 12 noon – 2.30pm.
BCAC employ “H” endorsed drivers to ensure safe, affordable, accessible door to door transport for Community members.
Community Services Assistance (forms/enquires)
BCAC Administration provides Community members with assistance to complete forms and enquiries. This sometimes includes assisting with Proof of Aboriginality documentation to support study, enrolments, housing applications, photocopying, superannuation claims etc.
Domestic Violence - Member of Local Reference Group (LRG)
Katherine Domestic Violence – Local Reference Group
BCAC is actively involved in the Katherine Domestic Violence local reference group. These monthly meetings cover domestic violence issues with an aim to address and prevent the root causes of domestic violence. BCAC works collaboratively with other organisations such as Good Beginnings, The Crisis (Outreach) Centre and Wurli-Wurlinjang Health Service to provide a strong voice for Government.
Katherine Safety Committee Member
BCAC is a member of the Katherine Safety Committee and is committed to promoting safety in the construction industry and advancing the objectives of the safety association at a regional level. The committee works hard to identify regional and trade-specific health and safety training needs, as well as developing solutions to safety problems in the construction industry, particularly at a local level.
Service Provider Liaison within the Katherine Community
Various service providers within the Katherine Region contact BCAC on a regular basis offering their services to Binjari. This often creates opportunities for Binjari residents to be involved in programs such as:
- Save the Children
- Corrugated Iron Youth Arts
- Catholic Care
- Anglicare
- YMCA school holiday program
- Church Services of various denominations
- Training programs from different organisations
- Christmas in Katherine campaign
- Sporting Events
Community Members are able to access advice on personal matters relating to Legal matters/Consumer problems etc.
Housing & Maintenance Reporting - NTG Housing
The Northern Territory Government Department of Housing works through the Roper Gulf Shire Council for all housing repairs and maintenance. Tenants contact BCAC Administration to report repair and maintenance issues and these issues are in turn reported to assigned remote housing managers.
The Provision of Housing Maintenance is delivered in accordance with the Residential Tenancies Act; the Remote Public Housing Management Framework; the National Partnership Agreement on Remote Indigenous Housing and other legislation and Territory Housing policy and procedures relevant to the provision of the Services.

Correctional Services – Community Work Order Provider
A community work order is a sentence that requires offenders to complete unpaid work which is of benefit to the community. If a person is placed on a community work order they are required to:
- follow all reasonable directions of the probation and parole officer
- perform community work in a satisfactory manner as directed
- finish the community work hours within the time frame written on the order
- tell their officer if they change address within two working days
- follow all other conditions set by the court.
If a person is placed on a community work order they must not:
- break the law while on the order
- leave the Northern Territory (NT) without permission from the probation and parole officer
- breach the conditions of their order.

Construction Building/Training Programme
Binjari Community Aboriginal Corporation provides core building and construction services to the residents of Binjari while striving to continually improve its capability to deliver quality external services. BCAC has worked extremely hard to develop non-funded revenue streams. As Binjari receives NO Government funding and survives on generating their own income which at times becomes very stressful but continue to strive to reach their full potential. With a strong focus on providing local Indigenous employment BCAC has been successful in winning numerous Northern Territory Government tenders to provide remote communities throughout the Northern Territory with housing refurbishments and upgrades. BCAC have taken the initiative to employ Indigenous community members to work with qualified tradespeople in the aim to create an independent Indigenous workforce, eliminating the need for outside funding. BCAC have provided Indigenous people with an opportunity to take on trade apprenticeships. BCAC has provided a Plumbing Apprentice (now in his 3rd year) Painting & Decorating Apprentice (now in his 3rd year) Apprentices are employed directly by BCAC.
BCAC has expanded its network of willing businesses, who have partnered with them through the growth of the construction arm. BCAC remain client focussed and strive to deliver services to a high standard whilst remaining dedicated to supporting local suppliers for the mutual benefit and growth of the remote areas it operates in.
BCAC has a genuine commitment to training and with assistance from the Department of Business and Carey Training, BCAC has delivered several Certificate 2 courses in Construction, Certificate 2 in Horticulture / Land Management. Through RJCP they have delivered Certificate 3 in Safety Training to 15 Community members. BCAC also provides ongoing non-accredited training in all areas of Construction, including Welding, Land Management, Office Administration etc.
BCAC continues to allocate funds to create opportunities and pathways to all Community members with a desire to improve their ability to engage in mainstream employment and personal advancement.

GLEN BOTICA – Project Manager for upgrades/refurbishments for existing homes
Glen is dedicated to engaging site personnel to optimise timeliness and project outcomes, including safety, quality and environmental control. His hands-on involvement is integral to our Indigenous employee development, working with tradespeople and local employees to maintain skills transfer across all stages of projects and scopes of work.
His role includes:
- Managing the site on a day-to-day or hour-to-hour basis.
- Implementing and monitoring WHS, quality and environment policy, procedures and legislative requirements within the site.
- Holding meetings addressing safety and quality standards and environmental issues at site.
Glen worked previously under the Strategic Indigenous Housing Infrastructure Project (SIHIP) and New Future Alliance and has Site and Project managed over 300 dwellings. Having worked on projects in remote communities, he has great knowledge of the cultural, heritage, and environmental issues on Remote Indigenous Communities across the whole of the Northern Territory.
